Statement of Mission

Council members will publish research into Doctor Who on the organization's Web site.

Matrix Databank Solutions:
All members will function as a brain trust and answer Doctor Who related questions.

Collectibles:
All members will assist one another in obtaining additions to their Doctor Who collections.

Requirements for Membership

Timelords of the Panopticon:
Membership as a Timelord of rank in the Panopticon only requires that an applicant send an email request to the High Council.

Timelords of the Council:
Membership as a Timelord of the Council is open to all Timelords of the Panopticon.
Membership as a Timelord of the Council requires that an applicant submit a research document to the High Council in accordance with the Rules for Submitting Research.
Membership will be conferred only upon those who submit research that is judged to meet the rigorous standards of the High Council.

Timelords of the High Council:
Membership as a Timelord of the High Council will be conferred by the Inner Council.

Timelords of the Inner Council:
Membership as a Timelord of the Inner Council will be conferred by the President.

Presidency:
If the current President is no longer able or willing to hold office, the President will pick a successor.
If the president is unable to pick a successor, the Chancellor will assume the office.

Honorary Titles:
Honorary Titles will be conferred by the President.
Honorary Titles may be conferred for a specific term or permanently.


Benefits / Responsibilities of Membership

All Members:
Members may join under a pseudonym, rather than use their real name.
Members agree to have their name / pseudonym and email address listed on the Membership Roll.
Any member may be removed from the roll by order of the Inner Council for any reason.

Members will receive periodic email concerning: Timelords of the Council:
You will have your initial research published on the organization's Web site.
You will be expected to submit additional research periodically to retain your title.
You will assist other Council members in conducting their research.

Timelords of the High Council:
You will be responsible for reviewing research submissions blind and making recommendations to the Inner Council regarding their suitability for publication.

Timelords of the Inner Council:
The President makes all final decisions.
The President has the right to delegate specific decisions to other members of the organization.
The Chancellor is administratively subordinate to the President.
The Castellan is administratively subordinate to both the President and the Chancellor.

Honorary Titles:
Your duties will be assigned to you by the President personally.

The President will make decisions regarding situtations not specifically addressed by this charter.


Rules for Submitting Research

All correspondence between researchers and the High Council will be conducted via email.
Research may delve into any topic relating to Doctor Who:
Fiction is not accepted.
Research topics must be submitted in advance for approval.
Research topics will either be accepted, returned with suggestions for revision, or rejected.
Research may be of any length, must be written in English, and must be in text-only format.
All references will be numbered consecutively and cited in an endnote list in Turabian style.
Completed research will either be accepted, returned with suggestions for revision, or rejected.
Research that is accepted will be published on the Web site.
All research is the copyright of the researcher.
Researchers agree to allow downloading of their research.
Researchers agree to allow other Web sites to link, without permission, to their research.
Further publication of the research will only be permitted with the approval of the researcher.
The High Council reserves the right to remove any research from the Web site for any reason.
An author may request that their research be removed from the Web site for any reason.


Rules for Submitting Questions

Members can submit questions regarding Doctor Who to the High Council via email.
The High Council will attempt to answer the question by delving into its collective reference resources.
If the answer eludes the High Council's resources, the question will be sent out to members via email.
If the answer eludes the members, the question will be posted to USENET.
Answers will be sent to the individual via email.
If the question and its answer is deemed to be of sufficient value by the High Council, they will be posted together on the organization's web site.
The High Council reserves the right not to answer a question for any reason.


Rules for Submitting Collectibles Wanted to Buy and For Sale Lists

Members can submit collectibles wanted to buy lists and for sale lists to the High Council via email.
Lists will be sent out as part of periodic mailings to all members.
All negotiations of sale and purchase will be between the parties involved only.
The High Council reserves the right not to send out a list for any reason.
